Shoestring Budget, Epic Theme: How to Make 'Justice Prevails' Resonate?

Hey fellow filmmakers, Marcus Johnson here, director/writer. I'm deep into pre-production on a new short, and my core theme is 'Justice prevails.' It's a big, ambitious idea, especially with a truly shoestring budget. My current challenge is finding creative ways to visually and narratively convey this without it feeling cheap or underdeveloped. I've tried thinking about subtle recurring motifs, like a specific bird or a chipped scale, but I worry it might just come across as an inside joke. I really want the audience to feel that justice, even in its quietest forms, is present and impactful. Have any of you successfully tackled a grand theme with extremely limited resources? What were some specific, non-cheesy tactics you employed with props, locations, or even just dialogue to cleverly express a complex concept like this? I'm open to anything that's worked for you.
