Shoestring Budget, Grand Theme: How to Visually & Narratively Emphasize 'Justice Prevails' Without Cheese?

I'm Nina Kowalski, a screenwriter currently tackling a project with the theme 'Justice prevails.' It's a powerful idea, but we're operating on a seriously shoestring budget. My biggest fear is that without big-budget set pieces or a huge cast, this grand theme will either fall flat or, worse, come off as cheesy and underdeveloped.

I've been trying to think of ways to use subtle imagery or clever dialogue. For example, I considered a recurring motif of a cracked windowpane finally being mended, or a character's posture slowly straightening as they gain agency. But I'm still struggling to land on something that truly resonates and elevates the theme without demanding costly production value.

For those of you who've worked on indie projects with big thematic aspirations, what creative hacks have you used? How did you manage to visually or narratively emphasize a complex theme like 'Justice prevails' when resources were extremely limited?
